How come Frankston struggle to get big names?

Yeah,with Nth Ballarat attracted about 6 Delisted Players last-season & there in the country why Is that the Dolphins can't pull some big name signings?? they rely on DandenongU/18 players & local players sometimes they may get 1 or 2 delisted AFL players?? what's the go there?? Dolphin help me out!...
